MANILA, Ark. — An Arkansas State Police (ASP) trooper struck an 18-year-old Osceola woman in the face during an arrest after a traffic stop near Manila on Aug. 1, according to a use-of-force report from the ASP.

The incident, which was captured on police video, involved Trooper Moisses Arellano and Alisa N. Hackett. The report states that Arellano was assisting another trooper at a gas station on Arkansas 18 around 10:42 p.m. when he noticed a vehicle traveling west with its hazard lights activated and passing other cars at a high rate of speed. Arellano estimated the car's speed at roughly 60 mph in a 40 mph zone and later recorded a radar reading of 71 mph in a 60 mph zone while pursuing the vehicle just outside Manila.

Arellano stopped Hackett nearly three miles east of the intersection of Arkansas 18 and Arkansas 119. Hackett reportedly told the trooper her vehicle’s window was broken and she was trying to get home.

During the interaction, Arellano observed that Hackett was not wearing a seat belt and that her license plate was obscured by a cover. Additionally, he reported finding a cold bottle of alcohol in the front passenger seat. Hackett’s driver’s license showed she was under the legal drinking age of 21.

Arellano initially issued citations for speeding, not wearing a seat belt, and possession of alcohol by a minor. He informed Hackett that her driver’s license would be confiscated and replaced with a temporary one. Arellano reported that Hackett became upset during this exchange and responded sarcastically when asked if she was trying to go to jail.

After consulting another trooper, Arellano learned that Hackett had allegedly been stopped for speeding a few days earlier and was found in possession of an open container of alcohol. The previous trooper had given her a verbal warning and allowed her to dispose of the container. Arellano wrote that, based on this information and her repeated alcohol possession, he chose to place Hackett under arrest.

Hackett initially exited her vehicle without incident, according to the report. However, as Arellano attempted to take hold of her left hand, he said she turned toward him, resisted, and pulled her arms away. Arellano then took her to the ground and ordered her to roll over. Hackett allegedly refused to comply, repeatedly stating that she had done nothing wrong and needed to call her mother.

“After giving multiple commands for her to roll over without compliance, I delivered one closed-fist strike to the left side of her face in an attempt to gain compliance,” Arellano wrote in his report.

The trooper then drew his taser, aiming its laser at Hackett's belt line. Hackett, according to Arellano, rolled over and allowed herself to be handcuffed after seeing the laser beam. While escorting her to the patrol vehicle, Arellano reported that Hackett continued to resist, prompting him to pin her against the hood of the car. Hackett yelled to passing motorists to call her mother and for help, according to the report.

Hackett requested medical attention and was evaluated by emergency personnel at the scene. The report states that no visible injuries were identified, though Hackett complained of leg pain from the takedown. She was subsequently transported to the Mississippi County Detention Center.

The charges listed in the report include refusal to submit to arrest, possession or purchase of alcohol by someone under 21, speeding, failure to wear a seat belt, improper display of a license plate, and violating restrictions on vehicle lamps.

All suspects are presumed innocent until proven guilty in a court of law.
