The Batesville School District has announced a finalized leadership team, naming three individuals to key positions following the approval of the Board of Education.
David Campbell, who has been serving as interim superintendent since February, has been permanently appointed as superintendent. Rachel Horn has been promoted to assistant superintendent, and Kyle Downs has been named director of operations.
Campbell assumed the interim role earlier this year after former Superintendent Dr. Ginni McDonald departed. He previously served as assistant superintendent of operations and has accumulated 37 years of experience in education, including 26 years with the Batesville School District.
Scott Fredricks, president of the Batesville School District Board of Education, praised Campbell's leadership during the transition period.
“David has dedicated his career to serving the students, staff and families of Batesville School District,” Fredricks said. “Throughout this transition, he has led with integrity, professionalism and a deep commitment to our community. The Board is proud to name him superintendent, and we are confident he will continue leading Batesville School District into its next chapter.”
As superintendent, Campbell will oversee the district’s academic programs, operations, and strategic direction.
Rachel Horn was promoted to assistant superintendent after serving as director of curriculum and instruction. Her previous responsibilities included managing the district’s federal programs and career and technical education initiatives. Horn has experience in classroom teaching, district administration, regional partnerships, and state-level leadership, including time with the Arkansas Department of Education.
Campbell commended Horn’s contributions to the district.
“Rachel is an exceptional leader whose commitment to students, educators, and continuous improvement has made a tremendous impact on our district,” Campbell said. “Her experience, collaborative leadership, and dedication to academic excellence make her the right person to help lead Batesville School District into the future.”
Kyle Downs, now director of operations, previously served as the district’s transportation director and assistant maintenance director. He has been part of the Batesville School District for nearly five years.
Campbell highlighted the importance of Downs’ role in ensuring operational efficiency.
“Kyle has demonstrated exceptional leadership and a strong commitment to serving our students, staff, and community,” Campbell said. “He understands the importance of efficient operations in supporting our schools, and his experience, work ethic, and dedication make him the right person to lead this important area of our district.”
District officials said these appointments underline the board’s commitment to supporting students, strengthening leadership, and serving the Batesville community.
