Sharp County Sheriff Shane Russell has identified a registered sex offender, Heather Madelyn Uribe of Cherokee Village, who is out of compliance with registration requirements in neighboring Fulton County.

In October, Sheriff Russell released a public "Do Not Trick-Or-Treat" list, which included addresses of registered sex offenders in Sharp County not allowed to participate in Halloween activities. Following the list's release, local residents raised questions about Uribe's absence from the list.

According to Sheriff Russell, Uribe is classified as a Level 2 offender, indicating a moderate risk level. However, during his investigation, Russell established that Uribe is registered in Fulton County, not Sharp County.

In a social media update on Monday, Sheriff Russell clarified the jurisdictional oversight but continued to investigate Uribe's compliance. On Tuesday morning, he announced that Uribe was not fulfilling registration requirements. Specifically, she had failed to register her business and had not updated her driver’s license, in violation of Fulton County's regulations.

Sheriff Russell reported the findings to Fulton County Sheriff Jake Smith and expressed his intent to cooperate on addressing the matter moving forward.

Officials emphasized the importance of ongoing diligence in monitoring registered offenders to ensure compliance with state laws.
