LITTLE ROCK — A Batesville man has been sentenced to 30 years in federal prison for producing child pornography, following an investigation by the FBI and the Independence County Sheriff’s Office. United States District Judge James M. Moody Jr. handed down the sentence on Monday, as announced by Jonathan D. Ross, U.S. Attorney for the Eastern District of Arkansas.

Christopher Otero, 34, was indicted in September 2025 on charges of producing, distributing, and attempting to produce child pornography. He pleaded guilty in April 2026 to one count of producing child pornography. In addition to the 30-year prison term, Otero was sentenced to 10 years of supervised release and ordered to pay $3,000 in restitution. Federal sentencing guidelines do not allow for parole.

The case began on November 25, 2024, when Otero began a private conversation on a social media platform with an undercover FBI agent posing as a father home alone with a minor. During the exchange, Otero claimed to have sexually abused two minors and offered to send explicit photographs. Based on the communication, investigators obtained a warrant to search Otero’s home.

During the search, law enforcement recovered three electronic devices, including a Motorola cell phone. On the device, officers discovered a video recorded the same day showing Otero sexually abusing a child.

Otero has a prior criminal history, including convictions for rape, engaging a child in sexually explicit conduct, and possession of child pornography.

This case was part of Project Safe Childhood, a nationwide Department of Justice initiative that works to combat child exploitation and abuse. The program brings together federal, state, and local resources to prosecute offenders and protect victims. Parents and guardians are encouraged to monitor children’s online activity as part of prevention efforts. For more information, visit www.justice.gov/psc.
