Shane Willard Hill, 25, a Level 3 convicted sex offender, was arrested in Craighead County on October 27. According to officials, Hill is facing charges for possession of an identification card or driver’s license with an address that does not match his permanent physical location.
In addition to the address-related charge, Hill is also being held on behalf of Randolph County due to an active warrant issued there. Court records list Hill’s registered address as being on Lawrence 131 in Black Rock.
Hill is currently in custody at the Craighead County Sheriff’s Office with a bond set at $25,000. A trial date has been scheduled for December 16, 2026.
Level 3 offenders are considered to be at a high risk to re-offend, prompting enhanced monitoring under Arkansas law. State law requires such offenders to comply with strict registration and address reporting requirements to ensure accurate tracking.
