A Paragould man is being held on a $500,000 cash or surety bond after police alleged he shared a video depicting child sexual abuse.
District Court Judge Curtis Hitt found probable cause to charge 39-year-old Jeremy Harlan with pandering or possessing visual or print media depicting sexually explicit conduct involving a child and electronic facilitation of child sexual abuse. Both charges are Class C felonies under Arkansas law.
The investigation began on Tuesday, Sept. 29, 2026, when Paragould police received a CyberTipline report from the Arkansas State Police Internet Crimes Against Children unit. This report, initially sent by the National Center for Missing and Exploited Children (NCMEC), detailed an incident involving a Kik account that shared a video containing content depicting a child engaged in sexually explicit conduct.
Investigators traced the account details, including an email address, username, and IP address, to Harlan. Kik, Paragould Municipal Utilities, and other databases confirmed the connection, according to police.
As part of the conditions of his bond, Judge Hitt ordered Harlan to have no contact with any minors and prohibited him from accessing the internet or any device capable of connecting to the internet.
Authorities encourage the public to report suspected child exploitation cases to the National Center for Missing and Exploited Children. Their work is instrumental in assisting local law enforcement in combating crimes against children.
