An Independence County man has been charged with two counts of first-degree murder in connection to the 2025 deaths of two women whose bodies were discovered in a mobile home, according to court records filed this week.

Timothy John Neal, 39, faces the charges, classified as Class Y felonies, following an investigation conducted by the Independence County Sheriff’s Department and the Arkansas State Police.

The case stems from an incident on April 15, 2025, when deputies were called to perform a welfare check at 1666 Old Camp Road after a caller reported not being able to reach Patricia Anderson for a week. Upon arriving, deputies noticed a foul odor coming from the unlocked mobile home. Inside, they found two decomposing bodies: Anderson on the kitchen floor and Teresa Owens on a bed in the east bedroom.

Neal was located living in a camper on the same property.

According to the Arkansas State Crime Lab, autopsies revealed that both women died of blunt force trauma to the head. Investigators cited cell phone data and financial records indicating that communications and financial transactions for both women ceased between April 7 and April 8, 2025. Utility records also revealed a sharp spike in water usage at the mobile home on April 13, 2025, lasting between 1 p.m. and 8 p.m.

Court documents state that Neal had missed a court-ordered therapy appointment on April 8, 2025, after reportedly arguing with Owens. When questioned by law enforcement, Neal denied involvement, stating he had been sleeping in his camper and had not been in contact with the victims for three days.

Neal remains in custody at the Independence County Jail as the investigation continues.
