The Mountain Home City Council is set to appoint a new Ward 3 representative on Thursday following the resignation of council member Philip Frame, who stepped down on September 30. The appointment is listed as the final agenda item for the council’s meeting, which begins at 5 p.m. at the Municipal Building, located at 720 Hickory Street.

Mayor Hillrey Adams will present the measure to fill the vacancy left by Frame, who represented Ward 3, Position 1. In a letter submitted to Adams on the day of his resignation, Frame stated that his decision to leave the council was prompted by a new professional opportunity in Northwest Arkansas that necessitated relocating. He expressed gratitude for his experience on the council, describing it as one of the “greatest honors” of his life, and referred to Mountain Home as “the greatest community on this earth.” He also noted his intention to remain connected to the city.

The council accepted Frame’s resignation and declared the seat vacant during its October 1 meeting. A resolution to do so was added to the meeting agenda and passed unanimously by the seven members present. Frame was absent from that session.

Under Arkansas law, cities must act promptly to appoint a replacement or call for a special election after declaring a council seat vacant. A legislative revision set to take effect in 2025 reinforces these requirements. The council must act during its first meeting following the vacancy declaration, which in this case is Thursday. The appointment will be final upon a majority vote of the council. The mayor cannot veto the decision. The individual selected will serve for the remainder of Frame’s term.

City Clerk Scott Liles announced at the October 1 meeting that Ward 3 residents interested in the position should contact the mayor’s office. However, Thursday’s meeting packet does not specify a candidate.

In addition to filling the council seat, the agenda includes consideration of two rezoning requests, budget adjustments for 2026, and ordinances to update the city’s energy code and electrical code, replacing versions from 1979 and 2002, respectively.
