JONESBORO — The Learning Center of Northeast Arkansas (TLC) has announced plans for The Village of TLC, a new housing development aimed at providing adults with intellectual and developmental disabilities (IDD) greater independence and a secure place to call home. The project is supported by a $1.5 million donation from the Chris and Jamie Fowler family.
The donation is part of TLC’s $6 million capital campaign to fund the construction of 20 fully accessible apartments in Jonesboro. The Fowler family’s contribution marks a significant milestone toward achieving the project’s goal.
“We are incredibly grateful to Chris, Jamie, and their family for believing in this vision and making such a meaningful investment in the lives of adults with intellectual and developmental disabilities,” said Dr. Lynn Cooper, executive director of TLC. “The Village of TLC will be more than an apartment development. It will be a community where individuals have the opportunity to experience greater independence, build meaningful connections and live with the dignity and support they deserve.”
TLC launched the capital campaign in June 2026 to address the growing need for affordable and supportive housing for adults with IDD in the Jonesboro area. Each of the 20 apartments in The Village of TLC will include a full kitchen, refrigerator, in-unit washer and dryer, and a private front porch to encourage connection among neighbors. The development’s design centers on fostering independence while maintaining access to necessary services.
The name, The Village of TLC, underscores the project's intent to create a community rooted in belonging, dignity, and opportunity, officials said.
The announcement was made during TLC’s annual fundraising event, Keys to Independence, held on October 2, 2026, at The Lounge at Huntington Square in Jonesboro. Proceeds from the event will go toward the organization’s broader mission and the ongoing capital campaign for The Village of TLC.
