The Izard County Sheriff’s Office is seeking the public's assistance in locating Joel Griffith, a 51-year-old classified as a Level 3 sex offender, who is accused of violating sex offender registry requirements.

Griffith, described as a white male standing 6 feet tall, weighing 190 pounds, with brown hair and eyes, was charged Monday in Izard County Circuit Court with failure to comply with registration and reporting requirements, a Class C felony.

Investigators allege Griffith provided false address information to law enforcement in an attempt to manipulate the registry system. Sheriff Charley Melton stated Griffith reported on Sept. 15 that he was moving to a residence on Pleasant Ridge Road in Oxford, Arkansas. Following this, a community notification was issued to inform local residents.

However, Griffith later told authorities he would need to vacate the Pleasant Ridge Road property by Sept. 24. On Sept. 25, Investigator Runyan followed up with Griffith, who claimed he was heading to Little Rock with assistance from his mother to seek housing. Runyan reminded Griffith of Arkansas law requiring sex offenders to register their current address with the county where they reside and instructed him to immediately report any updated location.

On Sept. 28, investigators began reviewing Griffith’s movements after speaking with his wife, who claimed he was in Little Rock but had not maintained regular communication. On Oct. 1, a resident of the Pleasant Ridge Road address requested law enforcement confirm Griffith no longer lived there. A compliance check conducted on Oct. 2 revealed Griffith had not stayed at the property in months and never officially moved in as previously claimed.

Further investigation uncovered a pattern of alleged deceit. According to authorities, Griffith was arrested in July 2025 in Fulton County, Arkansas, for a registry violation and listed the Pleasant Ridge Road address upon release. He was again arrested in July 2026 in Denton County, Missouri, on similar charges, repeating the same claim regarding the Oxford property.

Sheriff Melton emphasized that proper compliance with registry requirements is critical for public safety and transparency. “It appears Griffith is trying to play the system by giving law enforcement an address where he was not actually living and failing to disclose where he is truly residing,” Melton said. “The sex offender registry exists to provide accurate information to law enforcement and the public, and we take any attempt to circumvent those requirements very seriously.”

Griffith’s Level 3 designation indicates he is considered a high risk to reoffend based on prior convictions in Missouri. Officials confirmed this is the 24th case of a registry violation charged in Izard County since January 2023.
