JONESBORO, Ark. — A man is facing a serious felony charge following a fatal overdose in Jonesboro, according to court records from Craighead County.
Frank D. Flanagan has been charged with first-degree death-by-delivery, a Class Y felony, after a person died shortly after an overdose call led responders to the scene. The incident was detailed in a probable cause affidavit.
First responders, including officers and firefighters, arrived on scene to find firefighters attempting lifesaving measures. Investigators at the location reported observing what appeared to be drugs and drug paraphernalia in the room where the person was found. The individual was transported to a nearby hospital but was later pronounced dead.
The affidavit describes a witness' statement to police, alleging Flanagan had supplied the deceased individual with drugs. During an interview with officers, Flanagan reportedly admitted to receiving $250 from the individual to purchase drugs, which he then supplied, believing the substance was methamphetamine. Additionally, a witness told investigators that Flanagan provided both methamphetamine and fentanyl, which they claimed were used by the victim and others that evening.
The affidavit does not specify whether toxicology findings were available or identify the substance directly responsible for the death.
Judge Tommy Fowler found probable cause to support the charge and set Flanagan's bond at $250,000. Flanagan’s next court appearance is currently scheduled for Nov. 23.
