A Jonesboro man has been charged with felony counts of sexual assault and internet stalking of a child following allegations that he communicated with a minor on social media before meeting in person.
Elbert Jackson, 44, faces charges of fourth-degree sexual assault, classified as a Class D felony, and internet stalking of a child, which is a Class B felony, according to court records from his first appearance.
Judge Tommy Fowler found probable cause to move the case forward during a hearing on September 23, setting Jackson’s bond at $150,000 cash or surety. Fowler also issued an order barring Jackson from having any contact with the alleged victim pending court proceedings.
The investigation began on September 8 when Jonesboro police responded to a report of sexual assault at a local hospital. According to a probable cause affidavit, the victim, identified as a minor, told officers that the communication with the suspect began about a month earlier on the social media app TikTok and later moved to Snapchat. The affidavit alleges that Jackson made repeated sexual comments online and was aware of the minor’s age.
During a forensic interview with investigators, the minor stated that they had met Jackson at a residence in Jonesboro, where sexual intercourse allegedly occurred. Evidence, including results from a sexual assault exam and other forensic materials, was collected at the Child Advocacy Center.
Police investigators reviewed the minor’s phone with permission, finding Snapchat messages they said confirmed Jackson’s knowledge of the minor’s age. Officers also recovered photographs of Jackson shared during their conversations, as described in the affidavit.
The digital evidence, along with social media usernames and other identifying information, helped authorities obtain a warrant for Jackson’s arrest. The affidavit states that the warrant was issued on September 21, but it does not clarify when Jackson was taken into custody.
Judge Fowler appointed a public defender to represent Jackson. A court date for further proceedings is scheduled for 8:30 a.m. on November 23 at the Craighead County Circuit Court.
The allegations remain unproven in court. Under U.S. law, Jackson is presumed innocent until proven guilty.
