Jonesboro city officials are advancing a proposal to limit camping in local parks to designated areas, a move they say is intended to ensure safety and accommodate growing demand for public spaces.
During a Tuesday meeting, the Public Services Council Committee approved the ordinance and forwarded it to the City Council for final consideration. Under the proposed rules, camping—defined as setting up a tent, temporary shelter, sleeping bag, or bedding for overnight use—would only be permitted in designated areas. Violators may face fines starting at $100 for a first offense.
City leaders noted the plan would still permit camping during special events, though individuals wishing to stay overnight outside designated zones or events would need to apply for a special permit.
Brian Richardson, the city’s chief administrative officer, explained the initiative as a proactive step in managing park growth and ensuring accessibility for all users.
“We just want to take a proactive approach to make sure that, as demand increases to be able to enjoy our amenities in our park space, that not only are we proactive in making sure that we have regulations in place ... that help define exactly what the standards are and our requirements to receive a camping permit,” Richardson said.
Officials also expressed concern that unregulated camping could overcrowd parks and complicate oversight of who is using these public spaces.
The ordinance could have implications beyond recreational camping, as advocates have raised concerns about its impact on individuals experiencing homelessness who may use outdoor bedding and shelters.
Richardson added that with another park expected to open next year, the city has seen rising interest in camping regulations. He noted that the initiative aims to establish clear guidelines for the use of public park areas.
“You know, we do get requests every now and then on what kind of regulations we have on primitive camping. And this will kind of help create a foundation for that process moving forward,” Richardson said.
Currently, Craighead Forest Park is the only park in Jonesboro with a designated camping area. Residents or visitors with questions about the proposed ordinance or the permitting process are encouraged to contact the Jonesboro Parks and Recreation Department.
