A clerk in the office of a Phillips County judge has been charged with theft and fraud-related offenses after an investigation uncovered $16,642 in unauthorized purchases, state officials reported.
According to the Arkansas State Police (ASP), Kara Harvey, 44, stands accused of theft of property and fraudulent use of a credit or debit card. The allegations stem from an inquiry initiated in August 2025, when First Judicial District Prosecutor Todd Murray requested assistance from the ASP Criminal Investigation Division to investigate potential misuse of a Phillips County credit card.
An audit conducted by the Arkansas Legislative Audit revealed that Harvey allegedly made 84 unauthorized purchases involving gift cards and prepaid debit cards, accounting for the total loss of $16,642.
On August 20, 2026, Harvey voluntarily surrendered to the Phillips County Sheriff’s Office, where she was served with a warrant. She was released on her own recognizance following her appearance.
The ASP noted that their investigation remains ongoing. No additional details were immediately available.
Authorities have asked anyone with relevant information to assist in the investigation.
