A registered sex offender in Midway has been sentenced to four years of probation after admitting to multiple violations discovered during routine compliance checks by law enforcement. Allen Perkins, 43, entered a guilty plea during an appearance in Baxter County Circuit Court on August 3.
Perkins, required to register following a 2016 conviction for first-degree sexual assault involving a 14-year-old, was found in violation of several conditions of his sex offender registration during compliance visits this year. Officials conduct such checks periodically to ensure offenders adhere to legal requirements, including accurate documentation of personal details and property.
On June 15, authorities visited Perkins' residence on Leawood Drive and discovered undisclosed digital accounts, including an email account Perkins said was pre-installed on his phone and another he claimed not to use. However, Perkins admitted to actively using an unreported Cash App account. Investigators also found an unreported internet-capable computer with external storage inside a shop on the property, which had been used to access adult and other types of pornography. Two unregistered motorcycles belonging to Perkins were located in the garage.
An earlier compliance check in late March 2024 uncovered additional violations. During the visit, Perkins denied possessing weapons, stating he only had a sword and a bow stored in a safe in his bedroom. However, when officers opened the safe, a box of shotgun shells fell out, leading them to discover firearms under his bed. One of the weapons had been reported stolen during a 1997 residential burglary in Randolph County. Perkins claimed the firearms belonged to his 10-year-old son living in Georgia, but as a convicted felon, he is prohibited from possessing or being near firearms.
These discoveries led to charges, including failure to comply with sex offender registration requirements, possession of unreported items such as firearms and internet-capable devices, and theft by receiving. Perkins, classified as a moderate-level, Level 2 sex offender, had previously been sentenced to six years of probation for violations identified during the March compliance check.
Sex offender compliance checks are a key tool in monitoring adherence to Arkansas laws requiring the disclosure of pertinent information, such as digital accounts, internet-capable equipment, and vehicles. Violations like those attributed to Perkins can carry serious legal consequences, including additional charges and probationary terms.
